Yingli Americas’ 2012 agreement with GRID Alternatives builds on a 1MW partnership launched in 2011 that brought clean power to over 400 low-income homeowners across California, saving them an estimated US$11 million over the systems’ lifetimes, while giving hands-on solar installation experience to thousands of workers. GRID Alternatives’ mission is to empower communities in need by providing renewable energy and energy efficiency services, equipment and training. It has provided no or low-cost solar electric systems for more than 1700 families since 2004 while serving as a “classroom in the field” for solar job trainees.

Commenting on these successes, Shenzhen Development and Reform Commission Director Xiangzhen Lu said, “Shenzhen is the first city in China to implement a subsidy for new energy vehicles and the first city to launch consumer sales of the BYD e6.” The zero-emissions Taxi fleet has already given many consumers their first experience with the BYD all-electric, 5-passenger e6, China’s first long-range, pure-electric car. SDRC cited rising oil prices and growing environmental pressures as key reasons to transform the public transportation system. Shenzhen City believes electrified transportation offers the most effective way to simultaneously stimulate economic recovery while restoring the environment by lowering CO2 emissions.

Shenzhen City will also establish new policies in hopes of encouraging private EV use. The SDRC announced that Shenzhen is formulating measures to impose fees on emissions from gasoline cars while rewarding alternative energy vehicle drivers based on distance traveled. Other incentive policies include allowing pure electric drivers to use the public bus lane during rush hour, insurance privileges, and free annual maintenance checks. The city of Shenzhen is also trying to manage its 200,000 plus electric bikes and has recently introduced restrictions which are to go into effect in April.

China’s Southern Power Grid Company has agreed to install free-of-charge, two electric vehicle charging poles for each Shenzhen EV driver — one at the home or apartment of the driver and another near the EV driver’s place of business. Shenzhen City continues to offer extremely affordable peak and off-peak electricity prices for new energy vehicle users, reducing nightly charging costs. The SDRC predicts that private alternative energy vehicle use in Shenzhen will increase by 3000 units in 2012 and plans to install and support over 6,000 new charging pedestals accordingly. BYD’s  North American headquarters are in Los Angeles.

A vista point located within the Botanical Cactus Garden will allow the more than 700,000 annual visitors to view the new solar facility.”We are fortunate to have been a part of the Henderson and Las Vegas community for more than 30 years,” said Phillips. “We hope the completion of our solar garden demonstrates our continuing commitment to be an environmentally friendly citizen. Our goal is that every business decision we make will have a positive effect on people and the planet through our performance. This project achieves all three.”

The new Ethel M factory solar garden features 2,112 ground-mounted solar panels on 4.4 acres, and is the largest solar installation by a food manufacturer in Nevada. The installation generates 1,258 megawatt hours of zero-emission electricity each year, offsetting 867 metric tons of greenhouse gas – the equivalent of removing approximately 170 vehicles from the road. The project will generate as much energy as 115 Nevada households use annually. Mars will purchase all of the energy generated by the solar garden and JSI will own the project and its associated energy credits. Mars worked closely with NV Energy to ensure that the new installation met net metering requirements, enabling Mars to receive energy offsets from the utility based on the amount of energy their solar panels will produce.

Extension of this worthwhile program will allow taxpayers to reap the significant economic and energy policy benefits associated with the expanded deployment and use of solar energy. “America’s solar industry appreciates President Obama’s support for extending the 1603 Treasury Program,” said Rhone Resch, President and CEO of the Solar Energy Industries Association (SEIA). “The 1603 program has helped leverage over $24 billion in private sector investment in for a wide range of clean energy projects, and extending the 1603 program will create an additional 37,000 jobs in the American solar industry in this year alone.”

The 2008 economic crisis and the economy’s subsequent downturn drastically reduced the availability of tax equity, severely limiting the financing available for renewable energy projects. The Section 1603 Treasury Program, which was enacted in 2009 and extended in 2010, allows taxpayers to receive a federal grant in lieu of taking an existing energy tax incentive they are otherwise able to claim. This change to the timing of when an energy incentive can be claimed provides the liquidity needed for the further development of domestic energy projects. As the tax equity markets have not yet recovered, there remains a compelling need for the 1603 program.

Added Resch, “The lapse of the 1603 Program at the end of last year has had a detrimental impact. Small businesses and entrepreneurs who typically use this program and who would otherwise be hiring workers and starting new solar projects have been left in limbo. At a time when the nation’s economy is on the verge of recovery, now is not the time to walk away from smart, proven policies like the 1603 Program that create jobs and support small business growth.”

Since 2002, PG&E has signed more than 110 contracts for about 10,000 megawatts of renewable power. PG&E now expects to be able to meet California’s Renewables Portfolio Standard, which requires all retail sellers of electricity to deliver 33 percent of their electricity by 2020 from eligible renewable resources like wind, solar, geothermal, biomass, and small hydroelectric. The utility is on track to reach 20 percent this year. Along with large hydro and nuclear power, PG&E now typically gets more than half of its electricity from sources that are essentially carbon-free, making it one of the cleanest utilities in the nation.

Once PG&E determines which of the new offers best suit its customers’ needs for clean energy, it will engage selected developers in negotiations, with the goal of submitting executed contracts to the California Public Utilities Commission by mid-year for review. Based in San Francisco, with 20,000 employees, the company delivers some of the nation’s cleanest energy to 15 million people in Northern and Central California.
