Further, newly released figures show that the solar proposal actually produces cost-savings for the utility’s ratepayers over the course of its 30-year life. LABC, in conjunction with top researchers at UCLA and USC, has conducted several in-depth studies showing that the plan would create as many as 18,000 job-years, while spurring private investment of as much as $2 billion. One job-year is economic investment sufficient to employ one person for one year. Important to the success of the program is taking advantage of federal tax credits, set to expire at the end of 2016, which could finance as much as $300 million of the program.

The CLEAN LA program has a simple design: residents and building-owners would be paid a set rate of return for power generated by rooftop solar panels. UCLA’s studies have found that building owners can be incentivized to participate by having LADWP pay them a slight premium for the power that is generated. This, in turn, grows the amount of local, clean power in Los Angeles. As a result of the economics of energy costs – falling prices for solar panel installation and natural gas prices that are expected to rise over time – the plan actually saves ratepayers money over its 30-year life. The significant environmental benefits come without the high price tag of some other energy programs. The CLEAN LA solar plan would produce 600 MW of locally generated solar energy – enough to power 137,000 typical Los Angeles homes – while providing a significant step toward meeting the state-mandated requirement that local utilities generate 33 percent of their power from renewable sources by 2020.

In January SunRun issued a report, “The Impact of Local Permitting on the Cost of Solar Power.” That report showed local solar permitting and inspection processes add an average of over $2,500 per home installation.  It also helped inform the Department of Energy’s (DOE) recently-announced SunShot Rooftop Solar Challenge to make solar affordable for more Americans. This new report from AECOM is a follow-on analysis that calculates the economic and fiscal benefits of streamlined permitting for the state of California to help further the goals of the SunShot initiative’s pilot program, as well as the related Senate Bill 1108. The AECOM forecast also indicates that failure to adopt more efficient home solar permitting processes could jeopardize the already expected $30 billion economic gain from natural solar market growth in California.

“A critical aspect of these findings is they apply beyond California,” added Sprague.  “Any local government can boost the economic impact of solar through streamlined permitting, and there’s a funding opportunity from the DOE to help make it happen.” “Local solar energy creates jobs and helps America move away from dirty and increasingly expensive coal-fired power,” said Bill Corcoran, western regional director of the Sierra Club’s Beyond Coal Campaign. “An essential step to giving more Americans access to the benefits of local solar energy is streamlined permitting. The project also includes a 30-kilowatt hour large-scale lithium-ion battery storage system, which will be connected in line with the rooftop PV system, capable of supplying DC electricity for applications such as LED lighting. InSpec will be managing the solar and smart energy system design and installation for the building which is expected to be completed by the beginning of 2013, and will employ SANYO solar modules and batteries.

The Oregon Sustainability Center is planned to be a future home to Oregon’s leaders in sustainable business, government, and education. The structure is designed to be the greenest high-rise ever built, with locally-sourced building materials, its own energy generation and ways to collect and treat water on-site, qualifying it for Living Building Challenge certification, which requires meeting net-zero energy and water performance as well as toxin free, locally-sourced materials. The Oregon Sustainability Center will be a showcase for green building, green business and community development. The building will demonstrate sustainable practices and will offer ways to connect the community to state and local sustainability resources, including green job training opportunities.

This time the solar manufacturer has introduced an environmentally friendly solar-powered recharging station for electric-assisted bicycles that uses the company’s high performance solar modules. The system, which was codeveloped by two companies, is sold in Japan by KCCS starting this month. Recently Kyocera  in cooperation with the World Bank’s Renewable Energy for Rural Access Project provided two Mongolian villages with solar power.

Kyocera seems to be providing new and interesting applications for solar energy. Some of their projects have provided solar modules for cars, boats, parking lots and “Solar Grove” shading structures, as well as more conventional residential and large-scale solar power generation. The development of its new “Solar Cycle Station” responds to the popularity of electric bicycles which have grown immensely due to a growing awareness of environmental issues. This expanded awareness has Kyocera responding to the needs of people  seeking ways to use alternative means of transportation, including use of electric bicycles at rental shops as fun and relaxing recreation in tourist areas. However, with expanded use comes a growing need to construct more recharging stations. By using solar modules to generate the power for these bicycles Kyocera aims to provide an economical and ecological solution.

Not only will these stations  generate clean energy for recharging the battery of electric bicycles, but  they are also connected to the regular power grid, via a DC-AC converter, ensuring stable service during cloudy weather and for recharging during the night. The stations are equipped with conventional outlets so that they can be used as a power source in the event of a power outage or emergency.

Earlier this month California Governor Arnold Schwarzenegger declared October “Solar Energy Month.” In his proclamation that “under the California Solar Initiative we are moving toward our goal of installing 1 million more roof systems by 2018.” This  is in response to California’s Climate Change Initiative which set a goal that 2020 33% of California’s energy consumption will come from clean renewable energy sources.

Because California produces 6.2 percent of the total U.S., greenhouse gases the  state has been working on and finding solutions to reduce on climate since 1988. In 2005 Governor Arnold Schwarzenegger’s signed an executive order on climate change that kicked into high gear to further advance clean renewable energy and other solutions to lower our state’s greenhouse gas  emissions.
He also praised the job-creating value of increasing reliance upon solar power from commercial and residential  projects springing up all the round the state. While the benefits of an ever expanding California solar market seem obvious, sponsors (Texas oil) of Proposition 23 want to smack the  bill back into yesterday.
